She's a 50% hybrid saiyan just like gohan and goten, The Trunks' sister, has also massive genetic potential and is surrounded by peace, meaning she is likely overflowing with S-Cells. However, because she prefers shopping and has zero interest in fighting, her trigger is never pulled. because in gt, Vegeta was a overprotective father to his daughter, he didn't force her to train as a saiyan-warrior, bulla had her own freedom to chose her path, like shopping, fashion just like bulma's style, it's just her potentiel inside of her is dormant.
