Do people also apply the same 100-75 spec best practice to non weapon trees?

Most general advice I've seen for leveling weapons of a tree you want to use is to get your main weapons to 100, then non artifacts to 70-75, and everything else to 50 (minus crystal weapon).

Since gear takes less fame to fully level do people apply the same logic there, or just get the entire tree to 100?

Curious about what people do.

I'm pretty much 100+ on all spears and swords, but I'm missing a weapon that's (more) effective for either duo ganking or ZvZs. I really enjoy the idea of jumping in the fray, with tones of CC, ANNOYING and locking enemies up.

1 - Out of the two trees which are easier to level?

2 - Quarterstaffs look like they have more variety in content (I think only ironclad isn't useful?) compared to hammers (which last in checked had some dead specs)

3 - Do any of these shine in solo fights for PvP?

4 - Any tips or hints for either lmk.

Thanks in advance.
