So why did the Pro Surface Group won?
My Hypothesis:
For the budgeted 110B for the Submarine Program, add for overruns and such. We would only get 2 Submarines with very green crews, no existing DOTMLPF, and longer lead times.
As such the PN is leaving the subsurface warfare to our more established allies. Thus leaving the PN the responsibility to secure abd dominate our own waterways, and that could only be done by having sufficient surface assets.
With the budget "freed" up, they can buy
2x MIGUEL MALVARS F2
6X RAJAH SULAYMAN F2
2X AAW FRIGATE
And all these assets are from available RUMINT.
Its very evident that the PN has no existing ship capable of fleet defenses. MD has hinted before that AAW Frigate might be next on the prio list
Budget speaking, the Koreans could probably squeeze in Mk41s and KVLS with AESA IMast in a theoretical cost of 30B or more. Ammo like SM2s could be sourced from PERA?
Wildcard would be the Mogamis with Japan actively trying to supply us with defense materiel. But Mogamis as is is already expensive and would be more expensive if it is AAW oriented.
Wishful thinking would be to see both the HDF4500/6000 and Mogamis forming the frontline force backed by the MMCF and RSC
