Need help Understanding cutoff

I had a senior last year who had got around 260 marks in the BITSAT, and he told me that he was getting CSE Hyderabad (270 cutoff) in some of the later rounds. I couldn't quite understand how the cutoff system works, like how much is the probability that even if your score is below the cutoff for a Branch you can get that branch?
