OCI - Applying from srilanka.

Hey, I'm a Sri Lankan citizen trying to apply for OCI. My paternal and maternal grandmothers were both born in India (pre-1940, before independence). Both eventually moved to Sri Lanka after marriage.

The problem: I can't find either grandmother's birth certificate — no Indian one exists from that era, and no Sri Lankan one since they weren't born here. What I do have is my father's birth certificate (which mentions Indian Tamil origin and states his mother was born in India) and my paternal grandmother's Sri Lankan NIC which lists India as her origin.

Is this enough to apply? And has anyone successfully substituted a birth certificate with other documents like a government ID or a DM certificate from India? Any advice appreciated.
