Has steam cloud always been so glitchy?

Okay bear with me here, I'm just a 17 year old trying to enjoy gaming.

For context my steam account is logged into both my PC and laptop, and I just play in whichever is more convenient, so I just alternate between the two.

So now here's the problem: Earlier I was trying to go on with my usual routine and went along to open a game so I could finally finish it. Imagine my surprise when I saw that my game save was somehow reduced to my save from a few days ago??????? I tried fixing it but to no avail, irdk how to look deeper into my local files to find whatevers wrong, and I was in SHAMBLES cause I spent 13 hours into that game (might not seem as long but it was a story decision based game so I couldnt just skip chapters). I tried a bunch of ways to fix the issue. Verifying the Integrity of the game files did absolutely nothing, and when I checked the steam cloud thing my save from the last 4 days werent even there. I did the same thing and checked the local game save files and it said the exact same thing (last modified DAYS ago). It was like my last week playing that game didnt exist, but my steam achievements and hours proved it otherwise.

My mood was COMPLETELY ruined. I don't like playing story games twice. So then to try to chill myself I opened P5R. Same thing had happened there too. It pissed me off so bad cause I swear the last week was just me grinding on those two games, and then suddenly all my progress is GONE and steam cloud somehow never had hold of any of my saves from just this week only???? I really dont know what the problem is. I calmed myself down, I can just replay the games (i guess...) but I dont want this to happen again. So for now I guess I should back off steam for a little bit...

Oh and this all happened on my laptop. I only had those two games on it and its the only device ive played steam on this week. So maybe it has something to do with my device? But still though why doesnt steam cloud have my saves Im so bummed out pls help :(
