Looking for a content creator for our travel company in Dubai — haven't found "the one" yet

Co-founder of a Dubai-based travel and tourism company here (we do visa assistance, holiday packages, tours across Georgia, Azerbaijan, Armenia, Kazakhstan, Umrah, the usual mix). We've been around for about 3 years now and our Instagram has grown to ~138K followers but honestly, we've outgrown the content side of things and need someone who actually gets it.
Here's the thing ,we've been interviewing on and off for a while and just haven't clicked with anyone yet. We keep getting people who can edit reels or write captions, but not someone who really thinks like a creator. Someone who watches a trend and instantly knows how to make it work for travel. Someone who can sit in a planning call and pitch 10 ideas off the top of their head.
What we're looking for:
- Strong content creation instincts : reels, short-form video, hooks, storytelling
- Experience in travel/tourism is a big plus but not a deal-breaker if you're genuinely good
- Comfortable being in front of the camera or directing others who are
- Can handle the full loop: ideate → shoot → edit → caption → post
- Based in Dubai or willing to relocate : this is a full-time, in-office role with our team
Pay is competitive and we move fast on hiring once we find the right person.

Also open to suggestions from anyone who's hired good creators before , where did you find them? We've tried LinkedIn, agencies, referrals... starting to wonder if we're looking in the wrong places.
