Description of Original Problem:
While playing Forza Horizon 6 (same issue when playing space marine 2) regardless of graphics settings (low, high, ultra), the GPU power draw caps at around 150W, even though the core clock stays at a healthy 2810 MHz. CPU usage around 65% (first I think CPU bottleneck but my friend have same CPU with 3070 and on same settings have better performance).
Since I'm on a B450 board, the GPU runs at PCIe 3.0 x8 instead of 4.0 x8. Could this bandwidth limitation be causing the GPU to underperform and not draw more power? Or is there something else I should check?
