Bought a new house and I have noticed the RO system under the kitchen sink in the island is not hooked up. Currently there is a soap dispenser in the island where the water spout would be. I believe the output water line is going down what appears to be a drain pvc pipe? I’ve never seen this before. There is a pull string in it similar to what electricians will have in conduits to add lines.

Has the previous owner just left this off?

Is it as simple as pulling this line out of the pvc and installing it to a water spout in place of the soap dispenser?
