This may be the wrong subreddit, but I'm trying to figure out how to make a randomized version of the USUM Expanded mod by Aqua, but I can't for the life of me make it work

I'm trying to make a randomized rom of pokemon ultra moon with increased shiny odds, but nothing I do works. I tried PK3DS, The universal randomizer, patches, but nothing I try is working at all.
