Does anyone happen to know how to make 3D spikes on clothes?

I've tried attempting this feat myself and tried possibly finding tutorials online

however I haven't been able to achieve it myself or find any help ;-;

I was hoping that someone would possibly know a way to create functional spiky clothing or at least be able to give me some pointers as to how I could maybe get a similar effect oof

I have attempted using hair to make spikes but they clip and move weirdly when moving/doing animations, I'm unsure if I'm just messing something up or what

(I'm trying to have 3 spikes on each side of my characters jacket arms and 2 spikes on the back of the jacket as shown in the image)

any tricks and tips are greatly appreciated!
