How to debug bad water hammer issues?

I’ve been having some pretty bad water hammer issues, by which I mean when the water is on to various points (showers, faucets, toilets) in the house the pipes repeatedly bang loudly (bang, bang, bang) until the water is turned off. I’m fairly confident the issues started when I fixed a pinhole leak in one of the water lines that I had to drain the system to fix. I’ve tried draining the system again then turning the water back on slowly with everything open a few times. I can get it all flowing without the banging but as I turn things off bottom up (three level house) eventually the banging starts. I’ve also tried adding those water hammer dampers on my laundry (top floor) and on the toilet feed lines but they don’t seem to help at all.

I usually do everything myself but I’m out of things to try so I’m about to call in the cavalry, but I don’t know what they’ll do. I feel like there is air trapped in the system somewhere but I can’t get it out.

Anyone have any suggestions?
