I am going insane. Tried different play throughs. Whatever I am doing he won't give me his quest so I can finally get the Trophy and finish him off.

I know I need to have 2.2k fleet strength. Also depending on the source I need 200horses or X patricians (can't remember the exact amount it said).

What else am I'm missing?
