This card says "When Vision is given a MOVE action, after resolutions you deal an adjacent opposing characters 1 damage."

If I fail to break away with Vision and move 0 spaces, does his damage still happen?

When cards say things like "give (character name) a free action," does that mean the ability being activated is "free" and thus does not give an action token/cannot be used again this turn,

OR does it give the character a free action to do whatever they want with?
