need help with 18650 battery testing
hi,
i ordered 18650 3.7v 2600mah cells from electrnoicspices dot com.
i am reading 1.35v with my multimeter readings.
did i receive faulty batteries ? should i return them ? why are new batteries showing that low ?
what should i do need help/advice
