Hull vs Agility in the context of NPC Rebake

We've all done the math, or seen someone else do it: Evasion is strictly just worse than HP as a defensive stat. Part of the reason for this is Reliable damage, part of it is damaging saves (especially save-for-half), but most of all this is because higher-tier NPCs simply do not care. We've all seen a T3 Operator with their 60% chance of critting on each of 3 attacks every turn, right? In the face of that kind of infalliable accuracy, EVA 6 and EVA 20 start to look way too similar.

But most of these calculations are in the context of the core book NPCs. The NPC Rebake by Kai Tave is (to my knowledge) a very common bit of material, designed specifically to address several of these issues:

- Reliable is just as common (three NPCs total) but it's now a specific signature ability of the more "punishment-based" NPCs rather than the generic Assault and Rainmaker that can be expected as "filler enemies"

- More importantly, the scaling multiattacks are gone and the accuracy is more tightly controlled. Even the most accurate NPCs aren't pushing anywhere near 3⨁+6, or making three attacks a turn.

So my question, for those of you who have played long campaigns using the Rebake or gone deeply into the stats involved: is Agility more valuable to you if you know the game you are getting into uses the Rebake? Are the changes not enough to save Lancer's notorius dump stat? Is it somehow worse, because of some factor I haven't seen yet?
