Does anyone know what is being built across from the zoo entrance next to the Hardees/ Kenjo, close to Rutledge?

Hi! I have a 10 year old boy who has been asking me a lot of questions about outdoor survival and wilderness stuff in general and once we looked up scout groups in the area , it was over and decided! Any experiences with groups in the area? Good, bad?
