what do I do in high strength regions?

I started a new campaign recently after a 2 years hiatus and have liberated my starting region. I'm in may and one of my regions is strength 5, which probably isn't that bad, but I haven't quite reached mag weapons yet, don't want to make more lasers and I'd rather focus on my lower strength regions for easier missions.

This leads me to the question of what do I actually do in a higher strength region where I'm less inclined to do missions? do I still just put everyone on intel and just ignore missions I don't want to do, or am I allowed to put the haven members on supply or recruit? Or just hide to avoid retaliations?

Last I played, the haven retaliation missions for supply and recruit were horrendous and I was told to just ignore those work types unless I've liberated the region, though iirc a haven retaliation could only happen if at least 3 people were working a job, so I could have 2 supply 2 recruit without getting a retaliation. Is this still true?
