Possibly leaving the old adviser or Fidelity

My accounts with my advisor of 7 years have been underperforming. I have freaked out and been conservative. Now I want a 60/40 allocation because I retired and me and my husband have pensions and he is working. Fidelity offered a lower fee for my IRA but wants to sell everything in my brokerage and start over. My current advisor will match the fee I’m sure because he knows I may leave.

Investment Mix for New Fidelity Account

Retired 54 with pensions for both spouses. I am transferring my brokerage and IRA to Fidelity. Former adviser had me with only 40/60 but binding need distributions for 10 years with emergency fund (1 year of expense) which is reason for switch. Thinking 70/30
