Finished rereading Tales of TMNT v2 and I'm seriously wondering what even was the plan with Cha Ocho? Was there a plan?

In general Tales is full of false starts and unfinished stories,but this is sort of the weirdest (Not the biggest,thou). Cha is introduced as Leo's archenemy and the next big thing...and then he gets drunk with Ralph once and cameos in Volume 4 once or twice.

Hats of to Mirage guys for all the ideas they had,but they seriously lacked focus in that 2000-2009 era.
