Would Arizona issue a warrant for a sex trafficking victim already rescued in Nevada?

I'm trying to give my character an outstanding warrant he doesn't know about related to past sex trafficking. Currently I'm thinking:

The victim was arrested for prostitution in Nevada but reported his pimp for sex trafficking and got his own charges dropped and his arrest record sealed. Nevada arrested the pimp, who trafficked the victim in Nevada, Arizona, Utah, and California. I think, due to crossing state lines, that would become an FBI investigation.

I was thinking at this point Arizona could issue a warrant for the victim's arrest for a separate charge of prostitution in Arizona. But if, at the same time, the FBI is investigating the trafficker in Arizona—and Nevada has already ​dismissed similar charges against the victim due to the trafficking—it doesn't seem realistic Arizona would obliviously issue a new warrant.

Am I wrong? Or do I just have to limit the trafficker's investigation to Nevada so that Arizona can act obliviously?

A generic billionaire CEO kills his close ally employee for extorting him out of millions by threatening to publish pictures of the CEO being sexually abused by his father as a child.

The CEO just walked into the office one night and shot the employee dead in his private office after-hours when few people were around. He made no attempt to evade detection, just left the scene and waited for the police to arrest him—which they did within a few hours.

Upon the employee's death, the pictures automatically publish online.

Because the CEO killed in relation to being victimized by a man who was further exploiting the CEO's past victimization by his father, the CEO's case generates some public sympathy in the media.

The CEO's father is also arrested, revealing a long history of sex crimes against others as well, and those victims begin to come forward too.

Given your understanding of legal procedure, take a shot at some possible outcomes:

  1. How long does it take for the CEO to be convicted of murder?
  2. Does he get out on bail?
  3. Does the media sympathy affect the outcome?
  4. What is his sentence?

If you're arrested in NYC for a warrant out of Nevada, how long will it take Nevada to say they DON'T want to extradite you?

(I say New York City and Nevada—southern, rural, possibly Las Vegas—but I could change locations if needed.)

Please feel free to screen for realism or offer suggestions beyond the scope of the main question, because I want to be realistic and would love to know my options better.

This is kind of a two-part question, because I'm guessing the "How long?" answer depends on the "What kind of warrant?" answer.

SCENARIO:

Two cops pull over a car in New York City and issue the driver a ticket for a minor moving violation and issue both the driver and the passenger a ticket for having an open container of alcohol in the car. The cops release the driver but arrest the passenger on one or more warrants out of Nevada.

The warrants could be for shoplifting, driving under the influence of alcohol or hard drugs, possession of hard drugs, prostitution, or similar things. I envisioned misdemeanor bench warrants, but I don't know if all those fit that description. (A tangential consideration is I want this passenger to be able to get a new U.S. passport and leave the country for a while while having these warrants out.)

For the NYC arrest, I want the passenger to be held in jail for several hours then released back to the driver because Nevada declines to extradite. Is that reasonable?

The driver would do anything in his (legal) power to get the passenger released right away, has practically unlimited funds, would immediately call a lawyer, and could have any number of lawyers making calls for him, if necessary.

The plot goal is just to give the passenger a stressful experience with the police to alert the driver to past trauma, so while I love the arrest idea, I could accomplish it with merely detaining them on the street for a while or something, too.

Can you find out what your passenger's warrants are for?

Hi, I'm on Reddit to ask lots of questions to help me write fiction. Here's my first one:

There's a system cops look in to see if you have any warrants out for your arrest, right?

If you're pulled over and the cops run both you and your passenger, and you have no warrants but your passenger does...and therefore your passenger is arrested...do you get to find out what your passenger's warrants are for?

Would the cops directly tell you if you asked? Or would you only get to know if you happened to overhear them telling the passenger or something? Would they refuse to answer if you asked? Is that public information?

(I'm thinking this would take place in New York City, but you can answer for any jurisdiction, and I could change my story's location if needed to match a jurisdiction that suits my purposes.)
