I'm on my first rewatch of THT. When the Handmaids started running away from the Center, before the bomb went off, I wondered if all of those who ran were Mayday (either Handmaid operatives or the Handmaids were killed an a Mayday operative took her place). And the "Mayday replacement" theory would explain why so many more Handmaids were dead than Commanders, who were at the center of the blast.

Is another explanation given in the series that I haven't gotten to yet?
