Feeling stuck near goal

Hi all, 32M, 6ft, 177 lbs here. I've lost weight a few times in the past, once back in 2021 (245 --> 170ish) and now again from ~215 --> 177 (current). MY current goal is to get back to 170 lbs possibly 165, and to be frank I am feeling so stuck. It feels like the scale doesn't move at all anymore. Currently I eat ~1600-1700 calories (I diligently track and weigh and measure everything, its become a bit obessive tbh), and do about 1.5-2 hours of some dedicated exercise a day. Currently, I alternate between biking (19-20 mi, 1.5 hours) and walking with a weighted backpack (25 lbs, ~7 miles, 1 h 45-50 min) and throw in a rest day every 3 days. Outside of exercise i am pretty sedentary. I feel like if I cut my calories further I'll be starving myself (not literally of course), and I Currently dont feel like my body is physically fit enough to handle upping exercise right now. I just dont know where to go, ive been stuck at 177 for 3 weeks and its just so hard not to see any progress
