Question; I send 3 stress to activate Full Surge (8th level Valor Ability) for +2 to all character traits until my next rest. I then swap it into my vault. Is the trait increase still active?

Reading through posts, there seem to be two opinions,

1. The cost has been paid so remains active, like a spell.

2. Because you can't reverence the text of the card in your vault, it shuts off and comes inactive.

Is it up to each group to decide how they want to house rule it?

Does anyone know if there is an official ruling on this?

Just wondering if there has been an official ruling if transferring from your vault to your loadout has any sort of limit on it outside of downtime. Do you have to have the spotlight, is it an action, or can it be done freely (paying the stress costs of course)? For a build with a lot of 0 stress cost cards would make the vault meaningless if there weren't some sort of limit. It kind of seems like it is up to how each group wants to play it, which I am good with but was wondering if there was anything official.
