Help I want to Pc build with the tight budget of 40k

Can you guys suggest me a pc with 40k budget which I can upgrade later,here I just edit some reels and videos moderate and thumbnail that's all I don't play too much game so with this budget I need to build a pc as I don't want to take emi so I will do what I have and upgrade it with time so please suggest me what should I do??

Why is it happening in this cold weather!!
