OVERVIEW: I have a constant low-frequency hum coming from outside my apartment (likely rooftop mechanical equipment). I already have modern double-pane windows. Can a removable window plug realistically eliminate—or dramatically reduce—this type of noise?

I'm looking for advice from anyone with acoustics or soundproofing experience.
A constant low-frequency hum enters my bedroom from outside. It's likely coming from nearby mechanical equipment (HVAC, exhaust fans, or something similar). The sound is somewhere between a refrigerator hum and a large ventilation fan.
A few observations:
My goal is to make the bedroom as close to silent as realistically possible for sleep.
The window is approximately 4' × 7' with about a 1-foot interior ledge, so there's room for a substantial removable plug if needed.
Question: Is a removable window plug the right solution for this type of low-frequency noise, and if so, what design or materials would give me the best possible results?
