If Milton Lynxley is THE MAIN villain of Zootopia 2, then how come he barely, if ever, makes any promotional appearances, especially compared to Pawbert, the "secondary" twist villain?

And by "promotional", I mean merchandise as well.

Why do some people want a redemption arc for Pawbert, but don’t care what happens to the rest of the Lynxley family?

Not caring what happens to Milton, at least that’s understandable. But he doesn’t seem have as much of a connection with Nick and Judy as Pawbert does. And Pawbert did come closer to killing them than any of the other antagonists did. And up until the climax, all of Pawbert's actions were done without Milton's consent. So, as far as they’re concerned, Pawbert may be the greatest enemy they have ever faced so far. And we barely even know Cattrick and Kitty.
