Low power consumption on RTX 4080 Super in game

I'm resorting to the Reddit collective to help solve this issue that I've been trying to diagnose for about a week now as I'm about to give up honestly.

Had this build for a while and been adding to it over the years and decided to get a GPU upgrade just after Christmas and found a new-to-me 4080 Super for a decent price. I've not had a single issue with it till this last week.

When launching either Forza Horizon 5, or now FH6 as I've literally just discovered during the early access, the game runs fine. No stutters etc and decent frames. After about the 30-90 second mark however, it starts to go down hill when the power draw decides to gradually make its way from 200w+ down to around 50w over a 2-5 minute span. I have no idea why this is happening, and it only appears to happen in these two games. Forza Horizon 4 runs fine, as does Starfield.

This isn't a thermals issue as the gpu never gets above 65 on the hot spot in game and it's not a CPU throttle issue as that's on a 360mm aio.

I had a similar issue with my previous GPU (3070ti), but this was low power draw all the time and was due to Nvidia's useless driver/app combo and was solved by a DDU and using an older driver till a later driver finally fixed the issue.

I've tried the normal steps, DDU and use the last good driver. Didn't work. Tried a driver from about a year ago that solved the 3070ti issue. No. DDU and use the current driver without the Nvidia app. Nope. Use either the Nvidia App or MSI Afterburner to increase voltages. Also didn't work. I've uninstalled recent OS updates, tested to no avail, then reinstalled to the same effect. I've tried reseating the power cable, reseating the GPU, I've even bought a new 1000w PSU (Corsair RM100X 2024) and this has also not solved the issue. I have tried to change the power setting in the Nvidia Control Panel that seems to be the only thing I could find online that was related to this issue, but that's also not worked.

I'm honestly at my wits end with this as I currently have a £110 preorder that is going to be wasted and a system I deliberatly upgraded to play FH6 that won't run it over 25fps, even after relaunching the game.

Any help is appreciated, the last thing I haven't done is reinstall Windows, but I don't have the time nor the spare drive to do this, but that's the very last issue I can see it being, or is just another middle finger from Mico-slop for not upgrading when Satya Mandela wants more ad revenue.
