I know this has been a source of confusion for many, including me, during this period of rail damage/disruption. I finally got a response from Eurostar on Facebook, telling me I could use my Rotterdam to London ticket in Brussels. Because my ticket was "cancelled" by Eurostar (not by me) but my train was actually still running, I didn't have a QR/barcode. I made my way to Brussels, where I was able to print out a ticket using my confirmation code from their check-in machines. I then was able to board the train there. My ticket still said Rotterdam, but it all worked fine. This is just my experience; I hope it's helpful for someone!
