(I'm not looking for the Disney one or the Japanese/anime one.)

It's an old 2d cartoon (unsure if its a movie or an episode of a show). have no idea what year it was from, but it should be anytime before 2010.

it stayed true to the original hans christian anderson story. at the end, she fails to kill the prince bc she loves him too much. she then jumps off a cliff & becomes sea foam. after that, im pretty sure she was seen dancing in the clouds?

I remember two small characters (idk if human or animals) that followed her around the whole time. i remember them being happy to see the little mermaid in the clouds at the end.
