Best way to repair before painting

Painted this wall with brand new Sherwin Williams Paint over a month ago. The wall was new (skim coat over Denshield), properly prepped/sanded, cleaned/wiped down before the paint was applied, so no dust. (Was assured by the folks at SW that I didn't need to prime first as it was prime and paint in one.) Frog painters tape was applied (again, the paint is over a month old) in order to run the caulk line between the tiled and painted walls. The tape was on the wall for less than an hour, but when we removed it (gently, of course), this happened. Ugh!

  1. How do I best prep the wall before painting again? Clearly the peeled parts will need to be filled somehow. What is the best product to use?
  2. I am using a different paint since I'm suspicious the SW paint is no good. Do I need to be concerned about the rest of the wall though? If the paint really is bad, won't I potentially have issues putting good paint over it?
  3. As you can see from the photos, there are still some rough areas in the skim coat that will have to be fixed too. What's the best product to fix that now that it's already been painted?

Note: If you are wondering why not just put up drywall instead of skim coating over Denshield, it's because the initial plan was to tile the wall (this is a bathroom), and the plan changed after getting all of the Denshield up. You can't paint directly on Denshield, soooooo skim coating was the only option.
