Sent TRX via off-chain transfer, recipient says he never got it — how do off-chain transfers actually get disputed/verified?

Made a withdrawal of 909 TRX to a TRC20 address, off-chain transfer, shows "Completed," 0 fee.

Recipient's notice said USDT-TRC20 only, warned other assets "may be lost." I mistakenly sent TRX instead of USDT. He's saying he received nothing.

Since it went off-chain, I'm assuming that address is a Binance account — so shouldn't the TRX still be sitting there as an asset, just not the currency he wanted? Or can a wrong-asset off-chain deposit actually go missing/unrecoverable like their notice claims?

Curious if anyone's dealt with this exact scenario

Edit:

I got in contact with binance support and they also confirmed that the recipient is a binance account and the transaction was successful.
