Is it possible to apply the auto parts offset credit to liquidated entries through a protest?

Hi everyone,

I have been paying Section 232 duties on auto parts since last year. I just now received approval for the offset credit from the U.S. auto seller and want to offset the duties. Looking at CBP guideline CSMS #66684128, it mentions refunds through PSC, but there is no mention of refunds through a protest.

Can I apply the offset credit to liquidated entries to get a refund? Should I proceed with a protest?

Does the name on the ACH account need to match the ACE Portal owner for electronic refunds?

Does the name of the ACE Portal owner have to match the name on the ACH bank account to receive electronic refunds?

Is it okay to directly enter a third party's bank account details into the ACH Refund Authorization tab in my own ACE Portal?

We designated a third party in the Notify Party tab, and they also entered their bank details in their own ACE Portal. However, when we ran the REV-613 report, it showed that the refund was rejected.

We applied for the refund without amending the Entry Summary. Could the rejection be because the third party's IR number wasn't entered in the reference number field on the Entry Summary?

Has anyone successfully received a refund by entering a third party's bank account details directly into their own ACE Portal?

Is there a high chance that the refund is being rejected due to a name mismatch?

Editing Notify Party after CAPE Submission

Hi everyone,

I have a quick question about changing the notify party.

So, we filed a CAPE after designating the notify party, but now we need to change it. I know this can't be done directly in the ACE Portal and that we have to send an email to request the change.

However, I was told by someone that once the entry has been submitted to CAPE, it cannot be changed. The refund will be issued to the importer of record or the existing 4811 notify party. Is this true?

To add some context, the CAPE status is "ACCEPTED," but there is still no data generated on the REV-603 Trade Refund Report. This leads me to believe that the refund has not been officially approved yet. Since it hasn't cleared that final approval stage, shouldn't it still be possible to modify the notify party?

Any insights would be greatly appreciated. Thanks!
