Government gig -- is it just me?

Canada here. I've got a temporary part-time gig working for government on a couple of comms projects. And I can't figure out how to do a good job for them.

Is it just me or is it really hard fitting into a large established bureaucracy fully remotely? I always feel like I have no idea what I'm doing, whether I'm doing a good job or sounding like an idiot in meetings. I have very little 'face' time with my boss, who is of course insanely busy and I feel like I shouldn't waste her time asking for the kinds of explanations I feel like I would need to do a better job. I'm also being asked to do work that is at best quasi-communications. I'm being paid well and I'm not normally insecure about my work. My spouse thinks I should just suck it up since it will be over in a few months. But I hate feeling like I'm doing a bad job.

I guess my biggest question: is there a large learning curve doing government comms work? Thanks for any input you can provide.
