Need Helps! A complete nightmare to apply for the Transport Concession Entitlement Card (NSW)

It's been more than a month by now since i tried to apply for this blue entitlement card, and now it's been an endless nightmare for me:

I came back from overseas this time last month, and next day I went to my local centrelink office, to inform them that ive come back to australia thus to update and reinstate things. A few days later when i tried to apply this Transport Concession Entitlement Card, at the end of the application the page showed this: "Unfortunately there appears to be no entitlement held by Centrelink for the number you entered. Please contact Centrelink for assistance."

I called CL the next day and got told that everything was already updated on their end, there's nothing much they could do and that was it for the call; next day I stopped by the CL office again because I wanted to double check in-person, as they might need to process this application with those staff on site, which proves im wrong again -- they basically repeated the samething that my info had been updated and of all the "concession" card they handle is the green color Health Card Card (HCC), I told them I already received the new HCC by mail and i'm talking about another concession card thats for the public transport in NSW, not the medicare or for the health system, and they were like, ok we don't do this here you need to call Serivce NSW and Transport NSW

So I followed what they said to call both of them, Service NSW said they don't handle this so they transfered me to Transport NSW; On the T'NSW side, I got told by two of the operators (I called them twice) that when they entered my details, it's still showing no entitlement, and then they advised me go back to talk to CL to let them update my info and give the permission to share with 3rd party (like them)

At this time it was almost spent me 3 weeks to just handle this, ive been so burntout but I got no other choices so i went back to call CL one more time, ironically, the operator on the other end, said she got no idea what the "NSW transport entitlement card" i was talking about because she's not based in NSW... and reteriated that the green colored HCC is already updated and sent to me by mail (side note: during the time I received 3 exact same copies of the HCC by mail, im literally dying)

I said to her Ive been bouncing back and forth from CL to the other two parties and I also called you guys so many times and i really dont know what else i can do or who should i approach to next, she then suggested me to lodge a complaint against T'NSW as it's an issue related to their side and Centrelink only can update my info, if their end shows anything that means they got the problem, not centrelink, thats it..

In terms of eligibility I live in NSW and receive the full rate of jobseeker payment, plus I report on CL each payment periods and do the activity on wrokforce australia to meet the point target, it shouldn't be any problem as this is basically the same thing when I applied last year.

So from then on it seems like I was stuck in a never-ending cycle. When I approached CL, CL said they couldn't help and sent me to Service NSW. Service NSW then said needed to talk to Transport NSW, and eventually Transport NSW told me to go back to CL. Everyone is just passing the ball around and dodging responsibility. Like you can't even tell where the breakdown happened or who is actually responsible for fixing the issue.

Anyone experienced something like this? How did you solve this? It's so exhuasting and I really need some guidance now

tl/dr: Returned from overseas and restarted JobSeeker. Trying to apply for the NSW TCEC, but the system keeps saying "no entitlement" for a month by now. Centrelink and Transport NSW keep pointing fingers at each other, passing the buck. I'm stuck and exhausted and don't know who to contact next
