Realistically how much does each semester cost a first year student? Yes the COA is 28k but my financial advisor told me most students end up paying less?

Has anyone who is doing summer start received their summer aid offer? I called and they said everyone in summer start receives their offers at the same time and it will be before bills come out. Bills come out may 27th and i’ve received nothing??
