Dry concealer

I'm a beginner with makeup.
Ibought the NARS Soft Matte Complete Concealer, and right from the start, it leaves streaks, like it's very dry. For example, when I apply it with my finger, there are fingerprints.
I've tried everything: applying it with a brush, using less, using more, applying it with a brush, adding hydrating powder afterward—nothing works. Here's a picture (it's not very clear, but it's the best I could do with my old phone, sorry. IRL it's worst).
For your information, my eye cream is the SVR C Eye Biotic.
Could the problem be that my eye cream isn't hydrating enough? Could the concealer be too old (I got it on sale from a website that might have had it in stock for too long)? Is there an application method that would prevent this problem? Should I switch to a different concealer? Since it's very expensive, it would pain me if this were the only solution...
