I think I’m screwed. 240 dryer, Single Phase House….

I have a 240v electric dryer “Roper Red4440V01”

I ran 10/4 romex from the panel to a new 4 prong outlet, 2 pole breaker. And after troubleshooting not getting heat in the dryer I realized I was reading 120v from ground to each pole but if I try to read both poles I’m seeing zero…..then I notice a jump wire at the top of my panel…..

I go to the main panel next to the meter and I see that there is only 1 wire coming in……looks like I only have Single Phase from the electrical pole.
