Brake and Battery lights flickering

2007 Subaru Forester X 2.5L Aspirated H4 SOHC with 268k miles. Engine replaced at 207k miles before i bought the car. I do all service myself on this car. Fuel Pump, Front Brake pads, Alternator and Battery, Engine Oil and Filter all changed in less than a month. Brake and Battery light started to flicker after changing a PCV Valve.

Got battery and alternator checked in 3 stores with battery testers and OBD2 scanner and both check for good voltage but checked for Starter issues (giving 8v instead of 12v). The car has a stubborn start that gets worse as I go through the day. Cold start is great but gets worse over time.

Under low acceleration the lights flicker or stay on. Stoping at a red light - ON/flicker ; Accelerating from that red light - OFF

Sometimes the car runs for an hour before triggering this combination of lights

OBD2 scanner cannot find any codes. Battery is good, terminals are clean. Alternator is good, new.

I am also getting zapped everytime i drive and get out of the car, touching the door zaps me real good. Not a 'oo a zap', its more of a 'Fuck, a zap'

Would a bad starter trigger those lights?

Yesterday at night, i realized my headlights were aimed pretty low, almost to the bumper. Spent like 40min fixing, aiming, searching on internet, etc. with the car on ACC. I forgot that this drains the battery

Turned the car on and went home (3min drive). After parking, my wife wanted to go buy some groceries. The car won't turn on. It cranks but doesn't start, even with a jumper. (Battery was changed 2 months ago; Alternator changed 1w ago)

So i started messing around to see. Now cleaning the throttle body, i realize that there is some thick oil in the air intake manifold and some stain on that white connector/hose that connects to it.

I've seen videos and diagrams that do not have that thing. Still trying to find a diagram of some sort to find out what is that white connector.
