What's happening here? Root stock?

I've had this rose for three years now, it's always been these peachy, ruffly roses. This year a new cane popped up and is putting out these smaller, very red roses.

I've seen root stock show an odd branch on one of my Japanese maples before. Do I treat this the same way and trim off the odd cane?

What do I need to do for my magnolia this year?

SW WA state, 8b, 3 years since installed

I about accidentally killed this poor guy last year. Managed to "revive" him with a lot of extra watering, but obviously the recovery is a bit skewed 🤦🏻‍♂️. I see some signs of life in the top half, and it looks like some of the upper branches are starting to bud out?

Branches in the top half feel really dry but not dead (they don't just snap off).

Any advice appreciated. Should I just keep keeping on? Prune anything up top? Resign myself to having a magnolia bush?
