Not sure if I am doing something wrong or if there is a glitch.
I need to have 60 bourgeoisie, 1 tourist attraction and a high happiness score to upgrade to a larger city I have 73 bourgeoisie and multiple hotels in others towns with many different routes and a 97 happiness in my main city but the game only registers 36 of my bourgeoisie. Does anyone know how I can get all of them to count?
