1997 Honda Civic not starting, only slowly cranking.

This is my friend's car, but he doesn't use reddit so I'm posting for him! It’s a 1997 Honda civic with a D16Y7 1.6L engine, auto transmission, and 207k miles.

About exactly a month ago the engine blew on the highway, started humming and then ticking, then knocking. We got it off the highway—it died on us on the off ramp—and ended up having to get it towed.

He threw rod bearings, jumped it while it was knocking to get in the driveway. Then took everything apart top and bottom side, had to replace the engine coolant temperature sensor, which broke upon removal.

- Replaced the bearings and put everything back together

- Replaced the engine coolant temp sensor, Including splicing in a pigtail for said sensor

- New battery

- Replaced starter with a refurbished one

- New pcv valve & seals

- Replaced with new spark plugs

When attempting to start the engine, it clicked even when hooked up to another vehicle (jumping it with a Grand Cherokee). After replacing the starter a with refurbished one, the engine now has a consistent starter drone/slow crank.

He's a mechanic himself but never handled an engine repair like this. Mostly looking for what the issue could be and how to proceed. His guess is he somehow fried the starters.
