Did I make a grave mistake?

Help, my 7 month old is waking up multiple times during the night still even though we’ve been trying to sleep train since 4.5 months. At 4.5 months we did Ferber but it was torture for her and us, the crying wasn’t getting better for weeks, it would sometimes last 3 minutes, sometimes 30 minutes but there would always be crying. A month or so later we had to move her into the room with her older sister (2yo) and I couldn’t let her cry during the night so I would just come into the room and let her nurse, she wasn’t hungry, she’d suckle for a minute and then just start dozing off so I would put her down while she was still at least half awake and she’d go to sleep nicely but it wouldn’t last very long (anywhere frim an hour to 3). Her sleep did get a bit better at that time but still at least one wake.
We had to move into the same room because we’re finishing our new house so me and her have been room sharing for a month now. It’s pretty bad honestly, some nights it’s 2-3 wakes, but some nights it’s 5-6 with an early wake and me trying like crazy to push her to 7am.
I would like to follow the Dana method and it’s really been helpful for naps (2 set nap times with an optional catnap). So she wakes around 6:45-7:15am and her first nap is around 9:30, sometimes this nap is longer sometimes shorter but mostly around an hour, next nap is 1:30pm and it’s usually the longer one but it’s rarely longer than 1.5hrs. I always hope to get her to 3 pm at least because beditme is around 7 pm. Before starting these set nap times her naps were often 30 minutes long but she’s easy to get to sleep, i basically just give her a paci and put her in bed, a few minutes later she’s out. She won’t take the catnap in the afternoon, maybe she would but around 6 pm which is nuts if she’s going to sleep at 7pm. I’ve tried moving the second nap a bit bit then the second nap is too short due to being overtired.
A few nights ago I tried Ferber again for 2 nights and just couldn’t do it and listen to her histerically crying. Nothing helps at that time, just nursing for a minute and I put her down, she cries for a second and falls asleep.
We have had a few whole nights but the number is really low and it was very sporradic. I haven’t noticed any changes in her sleep no matter how much daytime sleep she had or how overtired she was or wasn’t. I’m probably missing a lot of info for you guys but I’m just exhausted. Help please!
