Is it normal for an investigation to go over a month?

I sent my rebuttal for a retaliation case with whistleblower/protected activity against a Fortune 500 company in the beginning of last month. The investigation started afterwords. Is this a good sign that it is taking over a month? I already had my mediation and declined a small offer. I was with my company for almost a decade.
