Do I actually need a geostationary relay network for the Early Commercial Applications program in RP-1?

I’m playing KSP RSS/RO/RP-1, and the Early Commercial Applications program says I need to establish a relay network for one year before completing the program.

Does this requirement specifically mean I need a geostationary communications relay network, or can I satisfy the program with a lower-altitude relay constellation that remains active for one year?

Why is mechjeb not stopping the burn when I achieve the selected orbit?

I have plenty of delta V (500kg cargo simulation) but mechjeb is burning the last stage to completion instead of stopping when I achieve the orbit I selected. Also when ascending multiple stage 2 are created with 0 m/s (see last image).
