HP OfficeJet 8013 Error 62.80.03 – Printhead or something else?

Hi everyone,
I’m having an issue with my HP OfficeJet 8013 printer. It keeps showing error 62.80.03.
Here’s what I’ve tried so far:
Performed hard reset and semi/full reset
Cleaned the printhead (it was completely dried out before)
Tried running the printer with and without cartridges
Even tested it with the printhead completely removed
The strange part is:
The printer sometimes starts initial setup (paper load / alignment screen)
Then after a second it says “checking” and throws the error again
The carriage sometimes doesn’t move at all
Also, I accessed the service menu and set the boot mode to user mode, but it didn’t fix the issue.
At this point I’m not sure if the problem is:
a dead printhead
encoder strip / sensor issue
or a motherboard / communication failure
Has anyone experienced this error on this model?
Is there any way to confirm if the printhead is actually dead before replacing it?
