I think Trevor wanted to nuke LS. Let me talk. So Trevor has claimed multiple times that he hates people from LS. Hets the idea of stealing something from a container literally right after arriving to LS. And he definitely was just way too happy to get it. It seems to me that his plan was to get this "secret superweapon" to then retrieve it, get it prepared, and then drop the nuclear weapon right onto LS. I might just be overlooking it though.
