Text message as a legal notice

A friend of mine was sent a notice that she owes X amount of money (under 1000$) via a text. In the message the person wrote that the text serves as a legal notice that if she does not receive the money by X date, then she will be taken to small claims court.

This person had claimed the amount owed was double what she is asking for now. She came back later saying that the initial amount was wrong.

My friend does not owe her money and believes she is trying to just get it from her.

She was under the impression that a legal notice is usually not sent by text and is usually sent by a lawyer not the person themselves. We are wondering if she should be worried that the person asking for money is just using scare tactics.

Can anyone let us know if it is really going to come down to small claims if she does not follow through?
