I get Cairo, IL, but why isn't Wickliffe, KY a bigger city?
Cairo, IL, USA is often discussed as an exception to the rule that confluences of navigable rivers are where big cities grow. The reason here being flooding. Why isn't nearby Wickliffe a big city? It's elevated, thus protected against the floods, yet with a port of its own.
