Weekly cardio load set to 150 for non-premium users

According to Google Support

> If you do not have a Google Health Premium subscription, the weekly target continues to be determined by your average cardio load over the previous 4-week period.

My weekly cardio load is showing up as a flat 150 per week, even though my 4-week average is currently 340.

Is this a bug unique to me - or an oversight in the roll out?

My spiky boy/pride and joy

I've made a few mistakes over the years. The leaves are sunburned in places. I've had a few do-overs with my repot after making the mix too wet or dry. There have been some loooong periods without a watering where I probably should have watered sooner.

For reference, this is a 25cm deep and 30cm wide teracotta pot with a smaller plastic pot inside. The teracotta is a successful anti-tipping mechanism as we got a little too heavy after repotting last year. Plant is around a meter tall, with the tallest leaves about 1.5m.
